This is a cross-stitch embroidered girl's skull hat. This technique of embroidery is traditional to Fergana valley of Central Asia. The threads used for the embroidery are made of cotton and the designs usually depict the natural beauty of the valley.
Similar skull hats are a part of everyday outfit of young girls in villages. The hat folds flat which makes it very easy for carrying or storing.
